New system to Ease Court Case Backlog

The\r\nDirectorate of Public Prosecutions drafted a new case management system to\r\nreduce case backlog and ensure efficient management of cases, the DPP, Hon. Justice\r\nMike Chibita, has said.

"In\r\nthe new case management system, it will not be a requirement that case files\r\nrecalled to the office of the DPP are transferred to Kampala but will be\r\nhandled by particular assigned judicial officers,” Justice Chibita said. The\r\nDPP made the remarks while addressing leaders from Luwero, Nakasongola and\r\nNakaseke districts on Monday 23, 2015.

He\r\nwas responding to remarks made during a plenary discussion with various\r\nstakeholders on the difficulties faced within the judicial system. Hon.\r\nJustice Chibita said an additional 80 state attorneys had been recruited and\r\nposted countrywide to ease operations. He\r\nsaid the Plea Bargain System, recently introduced by the Judiciary, was another\r\nmethod devised to quicken the dispensation of justice as it saves time and\r\nresources which would be spent on investigation and litigation.

"…the\r\nfunds released to facilitate courts in transporting witnesses are not enough\r\nbut the little sent should not be misused. We should not release criminals back\r\nto the community simply because we failed to transport witnesses to court.\r\nWithout witness there will be no conviction. Criminals set free in such\r\ncircumstances could escalate crime,” Justice Chibita warned.

Replying\r\nto complaints about increased cases of lost police case files at different\r\ninvestigation desks, Justice Chibita said: "Police case files have no legs to\r\nwalk or wings to fly away. We cannot entertain this question of files getting\r\nlost. Particular officers handling the files should be held responsible because\r\nfiles bear names of officers who handle them.”
